The NCDOT is seeking a Technical Specialist Solutions Designer for a 12-month engagement to assume responsibility for an existing custom web-application called QAP, and to provide support, analysis, design and testing on an application called HiCAMS.    

The Technical Specialist is a senior-level resource with specialized knowledge and experience in a specific technology. The Technical Specialist has an overall knowledge and understanding of application development and architecture that serves as a strong base for technical expertise in a specific product or program. Demonstrates expertise in conveying technical and functional concepts for a specific technical specialty. Identifies improvements to project standards to achieve high quality services/ products. Able to identify best practices and standards for the use of the product. Delivers support and design for industry specific applications that require integration with statewide systems or applications. Interacts with executive level business users or technical experts. May function as a niche technical SME. Advanced experience in the required technical subject matter. Proven experience with a technical specialty across large and complex implementations and systems.

Description:

The North Carolina Department of Transportation (NCDOT) is seeking a Technical Specialist Solutions Designer contractor (>10 years experience) for a 12-month engagement for the Engineering Application Services Department (EAS) to assume responsibility for an existing custom web-application called QAP, and to provide production support, analysis, design and testing on a mission-critical application for the Department called HiCAMS.

HiCAMS is a custom, client-server, PowerBuilder application used to track work, materials and payments on North Carolina Division of Highways Construction projects. QAP is a .net web application tied to the HiCAMS database to capture QA and QC data on aggregate and asphalt materials in support of the Materials & Test business unit.

We are seeking someone to take over ownership of the QAP web application part of HiCAMS, which would include learning the existing functionality, meeting with clients to identify issues and enhancements, updating existing documentation to be consistent with the application functionality, scheduling software releases, and working with developers and database staff to implement the desired changes/enhancements, along with providing Production and testing support of the application.

This individual should have practical experience with all phases of the standard software development life cycle, including requirements gathering, analysis, design, development, unit & system testing, quality assurance testing as well as experience with business process transformation and application Production support. Demonstratable experience designing and implementing software solutions in client/server, web-based and Sharepoint environments are also valuable skills we’re seeking.

•Strong Microsoft Suite experience, particularly Word, Excel, Visio

•Demonstrated critical-thinking, analytical and problem-solving skills

•Ability to schedule, lead and document discussions/outcomes of meetings with clients and IT team(s).

•Experience working in a remote software development environment (3-5 years)

•Strong analytical, conceptual, and technical skills

•Positive interpersonal skills coupled with an independent, self-motivated work ethic

Proven written and verbal communication skills, including the ability to explain business processes to IT users and IT applications to business users
